The PFM support team is made up of experienced auditors and practitioners within the public financial management space. The support team has three functional areas which work together to support the effective and sustainable rollout of the PFM-RF

Capacity building

This is the process of developing and strengthening the skills, instincts, abilities, processes and resources within SAIs to sustainably use the PFM-RF. An essential ingredient in capacity-building is transformation that is generated and sustained over time from within the SAI. Transformation of this kind goes beyond performing tasks, to changing mindsets and attitudes. Currently there are three types of capacity building which are done through both face to face and online platforms. These are:

  • (1) PFM-RF tool introductory workshops for auditors and executive managers at SAIs. These are designed to help SAIs and users to plan and execute an audit using the PFM-RF tool
  • (2) PFM-RF post audit follow-up workshops. These are designed to capture lessons learned and establish corrective measures for more effective and efficient audits using the PFM-RF tool.
  • (3) Refresher courses. These are designed to keep users abreast with the latest offerings within the PFM space, from risk assessment to the latest audit trends within the PFM cycle. Users are encouraged to get into contact with the capacity building team for any capacity building intervention needs.

Quality Assurance

The quality assurance (QA) team is mandated to assist users to maintain a desired level of quality in the use of the PFM-RF tool and subsequent reports generated from the audits performed. The QA process is performed in line with the AFROSA-E quality assurance provisions for SAIs and uses the ICBF as the basis of the theory of change when applying the PFM-RF tool. Quality Assurances are triggered by requests from users. They are performed as either “hot” or “cold” reviews as per engagement. Users are encouraged to contact the Quality Assurance team when in need of a QA be it “hot” or “cold”.

Tool Functionality

The PFM-RF tool functions on an excel platform with several formula imbedded into it. This enables an efficient and effective delivery of data and information for analysis by SAI auditors. The tool functionality team is mandated to ensure that all user concerns that arise from the malfunction of the tool are prevented, detected and corrected efficiently and effectively. The team is available on call to assist users that are facing any difficulties in using the tool. This team also performs periodic reviews on the tool to ensure that it remains fit for purpose. All updates to the tool are communicated though this website and the AFROSAI-E Bulletin. Users are encouraged to contact the tool functionality team whenever in need.
